Kigali Commercial Zones: C1, O-C2, C3 and Public Zones Explained
Part 4 of 5 in the Kigali zoning series | Last updated: October 2026
Can you open a shop, hotel or office on your plot in Kigali? It depends on the zone. Kigali has three business zones (C1, O-C2, C3) and zones for public buildings (PA, PF1 to PF5). Part 1 explained the zones for homes, Part 2 the wetland and water zones, and Part 3 farmland, forests and steep slopes.
The short answer: in C1 you can cover 60% of the plot and build up to 5 levels (G+4). In C3 you can cover 70% and build up to 11 levels (G+10). Source: City of Kigali Master Plan Zoning Regulations (revised November 2020).

Key rules
• O-C2: only the part of the plot within 30 m of the road qualifies. The ratio of 1.4 replaces the home zone's lower ratio, but coverage and height stay the same. The City checks neighbours' privacy, access and safety.
• Walkways: on main shopping streets, at least 3 m wide in C1, 5 m in C3 and 2 m in O-C2.
• C3 plots under 1,000 m² follow the lighter C1 rules.
Build more: incentive zoning
|
Area |
Extra floor space |
|
City centre and main district centres |
Up to 50%, with public amenities such as a square or library |
|
Within 75 m of a bus rapid transit line, or next to wetland parks and landmarks |
Up to 30%, if 15% of homes are affordable or you build public amenities |
Minimum plot: 2,500 m² in C3, 1,000 m² in C1. Only one bonus per plot.
Examples
|
Plot |
What the numbers allow |
|
C1, 500 m² |
Footprint up to 300 m² (60%). Total floor space up to 800 m² (500 × 1.6). |
|
C3, 2,500 m², incentive zone |
6,000 m² normally (2,500 × 2.4). With 30% to 50% extra: 7,800 to 9,000 m². |
|
R1, 400 m², with O-C2 |
Ratio 1.4 gives 560 m² instead of 200 m². But coverage stays 40% and the height stays G+1+P, so floors can still limit you. |
Common questions
Can I open a shop in a residential area? Only within 30 m of a main neighbourhood road marked with the O-C2 layer on the masterplan.
Can I build a hotel in C1? Only with approval. Hotels are allowed in C3 and O-C2.
What if my C3 plot is under 1,000 m²? It follows the C1 rules: 60% coverage, ratio 1.6 and up to G+4.
Key Takeaways: C1 allows 60% coverage and G+4, and C3 allows 70% and G+10. O-C2 allows small shops only within 30 m of a main road. Incentive zones can add 30% to 50% floor space, with conditions. Confirm everything with the City before you buy.
